Surely, the ATX PSU has a connector for a power switch? Unless I am mistaken, an ATX PSU will not supply any power at all until the power switch circuit is closed. This would mean that the result of simply plugging in the PSU's power cable should be zip, nada, nothing until the ATX power switch is triggered. (Please correct me if I am wrong here)
