The JTAG cable you would need anyway. But to update (or downgrade) the TOS on the CT60, simply boot in 030 mode with NVDI running and do it from there. In 030 mode, TOS in ROM is used, after all, which cannot get corrupted easily :-)
For sources of JTAG cables, check on eBay (search for XILINX JTAG). I've found some, see my post from yesterday in http://forum.atari-home.de/index.php?topic=7531.15

I haven't had this kind of problem, but I've long since updated ABE and SDR to use the CTPCI.
Did you update both TOS _and_ drivers? As of the december version, these are two different files from two different archives (CT60 and CTPCI).
