Try to remove "monitor_layout CRT,TMDS" from fvdi.sys, by default automatic mode seems better for probe VGA.
Some situations are not easy to explain, don't forget that radeon.sys overwrite the TOS driver excepted XBIOS Vsetscreen. There are 2 drivers so for exemple if during boot monitor detection works with automatic monitor layout mode, when you start radeon.sys with another setting and monitor detection not works (you can see the result with debug option) the 2 list of video modes are different, and if the mode not exist the driver try to found a nearest mode.
The best is to use the same monitor layout inside TOS and fvdi.sys.
Use the setscreen option not fix this situation, or maybe if you remove also mode "1680x1050-8@60" in this case current mode is used.
Personnaly I have another problem, I can't use TTF NVDI fonts, I got a crash with the font selector, so I not use fVDI, it's slower than TOS.
