Here's what happened with the voltmeter.

ct60 NOT attached to the motherboard:
Both the LED and fan come on, 12.3v & 5.0v

ct60 attached to the motherboard (hd, fd & keyboard unplugged):
LED lights up, fan does NOT come on, 0.16v & 0.0v

then I turn the psu off and back on (within 1 or 2 seconds) it goes up to 12.26v & 5.0v

This happens with my picoPSU and a NEW picoPSU both. Also, this happens with a 60w AND a 105w AC/DC converter.
