Yes, and it's normal because the BLiTTER (or probably some logic around it) can't address more than 16 megs memory.

Load icons and GUI graphics into TT-RAM and try to use the BLiTTER to get it on screen. Well you can guess the result.

The really bad thing is that Atari left out the CPU VDI-routines in the Falcon TOS, hence needing a replacement VDI when you have TT-RAM.
