Maybe I miss something but you want our picture in fullscreen right? If the picture is in fullscreen, then the "raster" is mandatory stable (the fullscreen routine does not support any cycle instability)
One palette per line is really stable, and does not have "one bad pixel" issue on some wake up state as spectrum 512 have.
That's the format I use in "We Were @" in the multi characters screen and the greetings megascroller part ( fullscreen, one palette per line)
