I would have thought it was possible with a bit of fiddling around.
After all TEX managed to load with no bottom border from floppy in the "Super-Neo-Demo-Show".
As Troed said it could be done by turning interrputs on and off a certain points in the display.
This trick is used in the game "Lethal Xcess" to get the digi-drum music to play and not have a flickery upper/lower border and sync-scroll.
