regarding the blank signal at line 311, I know one demo in the Dark Side of the Spoon (can't remember if it's the intro or screen 1) that wait for video counter ff8205/07 to be reloaded with the content of ff8201/03.
If this is not correctly emulated, demo won't work. I measured it on my STF to add the necessary code to Hatari some years ago, and on 50 Hz screen, counters are copied at cycles 158768 (ie cycle 48 on line 310).
This is very close to the VBLANK you mention at line 311.
Does it mean that on a 60 Hz screen, counters would be reloaded too on line 262 cycle 48 (I haven't checked this) ?
But then, could it be possible to force 60 Hz around line 262 to trigger vblank and counter reloading, but then switch to 50 Hz before vsync, so the display would continue ? Like removing bottom border, but with a longer 60 Hz switch.
If so, if we change ff8201/03 before 60 Hz vblank, maybe it could allow to split the screen and display a completely different memory area in the bottom border ? :)
PS : maybe you should update the atari-wiki with your vertical results you posted here ?
