The ST pixel-clock runs at 32 MHz which means quite thin pixels and big borders. If anything it makes too big borders with only 320 pixels. The characters gets harder to read (especially in 80-column mode). I think the ST should have had maybe 352 pixels with such high pixel clock to cover a reasonable amount of screen space, without risk of pixels disappearing.
If you remember Obsession pinball, it killed 16px of the left border, no screen had problem covering that. By doing the same on the right it would be 352 total.
The Amiga runs with 28.56(?) MHz clock and hence have wider pixels. 320 pixels uses a more sensible amount of space but by no means outside any visible area, it also makes 80-column mode a bit easier to read on TVs. The size of a 320 pixel line on Amiga equals about a 358 pixel line on the ST.
The Amiga normally uses 256/512 scanlines on PAL, which is within margins on a TV as well that is made for 288/576 lines.
