Well I've never heard of anything bending the $4f2 vector - out of interest which program does it?
Anyway, since TOS is either mapped at $fc0000 or $e00000 I'd set the bus error vector, try to read from $fc0000 - if that fails then it's $e00000. Nice and dirty :).
