Can't remember the old regs by heart but it looks like you're setting the IER (enable) and counter data, but not the IMR (mask).
I also don't remember what the default is for the IMR so it still could be something else completely. But I'd start there.
I'd also aim for a line other than the very last one (<=198), and then change it when it's seen to be working.
I'm sure somebody else here will give you a more confident/final answer :)
