Normally when you make programs on the Atari, you don't use absolute addresses but let the OS relocate your code. This is done automaticly when you run an executable file.
As mikro said, you need to set Devpac into doing Atari executable files, not use the ORG statement and then just code the program. It will work fine with the data following directly after the code.
