this is very strange. are you sure you use "Atari executable" as output, not using any ORG directive and to be really on a safe side, your code looks like this?

clr.w -(sp)
trap #1

section data
dc.w $ffff ; should follow immediately after trap instruction ...

this must produce only a few bytes in the final PRG file...
