Yes, it should be in mint package. The idea was to have 16-bit TOS-compliant version (i.e. with 16-bit API) and then 32-bit version with target audience on FreeMiNT. But of course, nothing prevents you from using it under TOS. You could probably write to Frank Wille, he can make next atari package more clearer for beginners.
