Yes the Videl have all 32 lines connected in contrast to the rest of the Falcon which just have 16. And yes it runs at 16 MHz.
I don't know about the peak bandwidth as there are other factors involved, such as DMA from SCSI, SDMA etc which have their share of the bus as well.
