Yeah, it means we can access the full 32K range of external RAM, using addresses from 0x4000 to 0xbfff for example.
The adresses below 0x200 are internal DSP ram, and addresses above 0xffc0 are the peripheral adresses. So you can not access external ram storage using these reserved ranges.
