Then you need to code your own .pi1->.spu/.spc generator.
As a general guideline I'd say to read all 3 .pi1s in memory and for each line divide it in 3 parts, do a combining of the rgb values for each part from the relevant pixels of the 3 pi1s, construct your palette and plot the pixels in the output buffer and keep the resulting palette.
