This is a bug on Falcon Videl. It doesn't matter if it's HBL, VBL or just random - colour register changes creates "snow" if made in the visible display area.
The solution is to do the colour change before the screen is visible, for example at the very top of the VBL or far out in the side-borders.
If I'm not too senile, Timer-B with HBL should do the interupt at the end of the previous line, so you should have enough time to set a colour without it reaching the visible screen area, just be sure to set the colour in the first instruction.
