Well, with all interrupts running, you're not likely to get anything rock solid, like frost and no mention. You could try killing the acia interrupt, as it produces lots of noise throughout the vbl. Also, killing all timers you don't use isn't a bad idea too. Just take care if you kill timer c: you don't want to acces anything from the hard drive then (or at least restore it before you do ;)

Finally (can't think anything more specific right now) if you have some cpu to burn and you don't want to have an hbl interrupt each line, you can try this: set up a hbl interrupt one scanline, kill ALL interrupts (move #$2700,sr), then keep polling the video address pointer until you get to the next line, change the palette, re-enable interrupts and exit!
