Use any tool to create a GIF file (like GIMP, Photoshop..) and then use the Falcon program SHOWER by Blade/New Core to display it on the Falcon.
When the image is on screen, press control+alt+f10 and the program will output two files: savedpic.bin and savedpic.pal, the first being raw planar data and the second a dump of the Falcon palette registers.
