Yes, some screen related xbios functions will not address the Videl anymore when the PCI video card is active, but the Videl hardware registers will still reflect the proper Videl state.
Even when the PCI video is the active one, there is still output to the videl (diagnostics, etc.). You can see this when you connect both outputs to a monitor (or two monitors) and switch Videl/PCI input.
