Its a catch 22. As simple as that...
- People wont turn up unless there is a certain about of visitors guaranteed. (hardcore sceners excluded)
- You cant arrange a party unless you're certain more than 50 people will attend.
You need to reach as many potential visitors as possible by posting on various bulletins, mailing lists etc.
You should also get a website up as soon as possible.
I understand your concern, you dont want to put in a lot of time and effort preparing for this unless you know for sure that more than 50 people will turn up. Having said that I think its up to you to prove to us that this is gonna be a great party. You also need to show that you are serious about this and that you can deliver what you promise.
