"must be done by someone of the scene"
sounds not very convincing to me. Belonging to a scene is based on your actions and products, and scene productions are mainly demos or parts of demos (gfx, zik, code, design) besides there are tools, games, mags, articles and tutorials. Also other actions like organising events etc. can be counted in. And I don't want to go into details of cracking, hacking etc. since this part of the scene is more or less out of business now :)
So let's ask ourself if Atari matches these criterias:
1) Did Atari produce at least one demo like program?
- Yes they did (e.g. Fuji Boink, NEOwall etc.)
2) Did Atari produce at least one scene like tool?
- Yes they did (NEOchrome for example)
3) Did Atari organize events?
- Yes they did (I remember meeting lots of other sceners at the Atari Fairs, it was always a nice expirience)
4) Did Atari support the scene with tutorials and docs?
- Not openly, but if you knew whom to ask, you could get permission to have access to their documentation.
6) Did Atari employ any sceners?
- Yes they did, Marc Rosocha for example was working directly for Atari.
5) Did Atari crack or hack other prods to release them?
- Hopefully not :)
So where does this leave us concerning the question about "someone of the scene"?
