Because p2p-Software can join several download sources, so you can actually get higher download rates while nobody would exhaust his upload bandwidth. And an FTP with 128 kbit/s upstream seems ridiculous to me, and thats my maximum upstream bandwidth.
Just look at the current situation with the NOFRAG CD the tscc server is permanently full, bandwidth is fully consumed. With p2p only the 1st downloader will have to wait long, because the more people have leeched the file, the more download sources will be available and this would result in a massive speedup on every further download.
