I use my patched GCC 4.6.4, https://github.com/PeyloW/gcc-4.6.4, and Xcode on Mac.
Vasm is nice, but GCC actually generates better code with -Os (do not use -O3 it gives worse code for 16bit busses). And I am spoiled with C99 support.
With a basic framework that allows me to build my source for both Atari target, and a compatibility layer on top of OS X allows quite rapid dev and debug.
