Does the exact solver work a scanline at a time? I did wonder if it was worth detecting mappings which have a 'one palette to one line' property, or enforce that property for colours which might otherwise share across lines, and provide an exact solver for that case - not that it would have made any difference for the old PCS format at all, since it breaks that rule.

Some quite interesting solvers are good for 'difficult' mappings but having an exact solver is a good thing if the mapping suits it.

Good to see you're supporting MPP. I'd like to add output for the MPP format myself, since the displaymodes provided by it are all optimal/useful for one case or other. Ok so if we try hard we can find some weird special cases can still be optimized ;) - but in general MPP already covers the most useful cases near enough to the limits.

Anyway, nice work. Definitely a worthwhile upgrade.
