Hi,
I did it in Ubuntu with the "gparted" utility as a FAT16 partion. It's read fine by Linux, Windows, Mac OS X and the Atari from MagiC, MiNT. It should also work from TOS with the BIGDOS driver, but I've not tested that.
I think if you do a really small partion (<32 MB) it can be read by TOS without external drivers. But that's really too limited so I did a big 2 GB partion instead.
