Hmmmm, I think you missed the point there a bit. You're referring to Jaguar development tools, while you claim you want to do a Falcon port. So, wouldn't it make better sense for you to try and get hold of Falcon development tools? Smac/Sln won't directly produce anything that an Atari ST/E/TT/Falcon/etc can run directly, so why bother? And, the removers libraries and cross compilers were not used at all.
If you're serious about this, search this very site. There are downloads for 16/32 development tools such as devpac (which the Downfall source code should be totally compatible with), and a handful of other useful software and routines for playing MOD files etc.
After you find a toolchain that works and you're comfortable with, you then need to take a look at the code, see what you can reuse and what's Jaguar specific. You need to write new code to replace that.
And no, I have no clue what could you use a 68030 mac if you want to port this to the Falcon!
