No I don't think your PSU is bad. I think your install is bad. The PSU behaving like that is usually a sign of 1 or 2 things:

1. There is no power being drawn by the computer, so the PSU shuts off
2. One of the power rails is shorted to ground, so the PSU shuts off

I think #2 is more likely. To test for #1 - Unplug everything from the PSU and then just attach a hard drive. It should start. If so, test for #2; CHECK that your CT60 is installed properly on the motherboard, and that you have nothing on the motherboard that could be shorting out to the case, or any other ground. If you have a multimeter, set to resistance (buzzer or 1K is fine) and with the black probe connected to the metal of the case (or a metal hole on the motherboard) use the red probe on all of the power lines in turn (switched off!) so see if there is a low resistance between any power line and ground. If you find one, there is your answer - a short.
