Yes, this is true. CT60 supplies 5v to the Falcon through the bus slot. There is no 12v pin on the bus slot, so it has to be supplied by the floppy cable.

The 12v is needed for the 9v regulator, 9v being used by the operational amplifiers for amplifying the sound output. If no 12v is supplied, the sound doesn't come out, DMA/DSP will wrok fine though.

12V probably needed by the RS232 port as well.
