You need the 2 x IDE cables for the PCI (40 or 80 wires).
But mybe in a 1st time you can test your machine without this cable, just with the CTPCI plugged, the PCI scan must detect the board (bridge PLX on virtual slot 0).
About IDE, note that the IDE port on the CTPCI not works actually (no logic/hardawe)
