There is a problem about how you are understanding the PCI slots !
The PCI slots is 3.3v wich mean that he use 3.3v on is IO pins... But +5V is available for power pins, sure!

An universal PCI board (with 2 lock key position (you know the missing line PCB in the range of pins) can run on +3.3V ANd on +5V IO PCI connector !
The IO pins of the PCI chip will accept the 2 voltage...
So, a PCI 3.3V connector can accept 3.3V cards and universal cards !
Sure, it cannot accept +5V IO card (and the lock position is not good to avoid accident !)
AGAIN to resume : if your PCI board has 2 lock key positions, it is ok with CTPCI !
I'm very surprised if some PCI 5V cards still existing (sold)...in 2010... It is several years ago I see only UNIVERSAL boards on market.
