It's not possible to address more than 14 megs from the 030 side. Eclipse achieves it by means of bank switching, basically (AFAIK you gain access to a small "window" at a time).
Early during the CT60 project, Rod mentioned the possibility of concurrent operation for the 030 and the 060. I don't think this made it into the final hardware though.
