I would check the CPU cookie, and check for CT2 or Mighty Sonic 32 presence. If it's a 040/060, it's probably fast. If it has a CT2, it's probably fast too.
Now that I think of it, you might need to check for lots of things. Perhaps you could put it in a configuration file?
