You mean the subgame when flying from set of levels to another (aka tunnel section) ?
it's pretty simple demoeffect. pre-renderer animation (set of, i think 8, 16 on super stardust) images that are about 1.5x screen size so only a part is show on screen at time. zoom point for animation in at center if large image. then flying bits (bullets and enemies) have positions calculated in perspective (to make then fly toward player/camera). camera pans across flat background animation as player moves around tunnel and as moving objects are in proper perspetive and their "distance zoom point" moves in sync with background animation center point, human brain thinks that background also moves in perspective as there is no real referencepoint for tunnel walls as they are constantly moving toward player at high speed. super stardust adds more colors, animation frames and precalced parallax for nicer visuals.
