Can't say I'd build an RPM, at least not very soon, as I am not too good at building them (I always mess osmething up in the SPEC file and end up rebuilding them over and over and over.....), and I don't feel comfortable replacing the tried and tested GCC 2.95.3.
If you want to install this on your Atari, I can walk you thru it
