Ok I see. You're right, TCB does it first in cuddly megascroller.
I really don't enderstand your 8khz ?? To me, only two things:
a) you WANT have rasters so you must use timerb in event mode. If you put your sampling rout is timerb interrupt, sampling rate WILL be 15.6Khz multiple ( you can do 8.3 by playing every 2 rasterlines only)
b) you don't want rasters so you can't put any frequency you want.
If you choose A, timerb event only occurs on display image, so you have to startup a timer for the rest of the VBL (timerb too if you want, but not in event count).
BUT, as you play digit one time per line, better use the HBL interrupt when no image is displayed, so you d'ont have to setup timer control registers, and you will have exactly the same rezplay rate as the timerb event mode.
So, use TimerB in event count mode for your 200 lines images (or more with borders) to set colors AND play digit, and use HBL ( $68 ) to play digit on other raster lines)
