YM tracking on a PC...

I received an email from a demomaker asking what is the best way for creating YM chiptunes on a PC. Is there any trackers available? Or is Steem accurate enough it can be used for that? In that case would a Celeron 433 be powerful enough? Any help much appreciated.
I know the best way would be to get a cheap ST somewhere, but he's from Russia so that's not really an option over there...
