SDL is just a library with some functions to setup video/audio/input controllers/CD-ROM/etc...
For the m68k, you just need to write drivers for audio/video/etc chips. I do not have their docs, so someone else will have to do it. Plus the Jaguar is very different to an Atari ST.
If you want to port it to another CPU, you will have much work to do if you don't have a C compiler for it.
