It is done using hardware.
(Excuse me if I'm not 100% accurate here, but I think it is somewhat correct)
On each bus cycle, a few input pins on the CPU determine if the current access requires suprvisor or user mode, or if it should generate a bus error.
The address decoding circuits simply apply information on these.
It's a simple static flavour of memory protection.
