Dont know if this helps, but standard GNU utils have also been ported to TOS (many years ago).
Try
http://www.umich.edu/~archive/atari/Gnustuff/Tos/
You can find an ancient version of GNUMake there, maybe you can adopt it for Turbo C. (I dont know a thing about Turbo C tho)
