Top/Right/Bottom overscan is obtained by switching from 50Hz to 60Hz and back for 8 cycles. As long as you return to 50Hz before the end of the scanline, all TVs will work because the scanline has the right length. If the scanline is too short, some but not all TVs will distort. The first top overscan by XXX International for instance distorts on most TVs.
