Just thought I'd answer my own question... 8-)

The E and P effects work just fine on timer-based instruments, and as you'd expect, AS LONG AS YOU TURN THE FX ON FOR THAT INSTRUMENT.

I suck, but at least I get points for admitting it. 8-)
