What leonard says is of course true.
But...
A bootsector itself is not distributed in a .prg format normally! Usually you get a disk image (.st or .msa). The reason for that is that when booting the system is in a different state compared to desktop, so if you want to run the bootsector from the desktop you have to add some extra boilerplate code to bring the machine to boot state. Another possibility is that if you get a .prg it might be an installer - i.e. the bootsector + some code to write it to a disk.
A quick look at the .prg in question shows TOS PRG header and debugging symbols, so my guess is that it is an extracted bootsector into .prg.
